Is Federal Redistricting Coming to Kansas? Possible Special Session of Kansas Legislature This Fall

While a special session of the Kansas Legislature has not yet been formally called, the Foulston government affairs team has learned that Kansas legislative leaders are considering calling one this fall for the purpose of redistricting congressional districts. The procedure for calling a special session is set forth in Article 1, Section 5 of the Kansas Constitution, which provides:
“The governor may, on extraordinary occasions, call the legislature into special session by proclamation; and shall call the legislature into special session, upon petition signed by at least two-thirds of the members elected to each house.”
If a special session is called, it is likely to be a one-day session scheduled for a Saturday in November 2025. It is worth noting that there is no limitation on topics that can be considered during a special session, and the matters and issues discussed can expand beyond the specific topic for which the special session is called.
